      Alice Ridley of the Campaign for Better Transport addresses this weakness in a research paper in transportfornewhomes.org.uk

      It is necessary to ensure that buses, trams and railway services should be in place _before_ housing estates are built. Otherwise more households will have to seek alternatives and many will opt for private cars, which already contribute substantial emissions of petrol, diesel and 2.5 micro particulates to the environment.
      Otherwise the housing crisis may also contribute to a toxic emissions crisis.
